Hello! One of the most effective ways to build topline and strengthen the hindquarters is to hack out or walk and climb hills, or head into the woods over rough ground. This asks the horse to pick its legs up properly and use its whole body. Walking very slowly downhill, for example, strengthens the whole horse and is especially good for the muscles that work to hold the horse back. The key is that the horse walks slowly under its own steam, because that is what builds strength. Ideally you can walk slowly beside the horse on the downhill stretch and only check it if you feel it wants to march on.
