Rubbing from a tail flap, how do I treat it?

It is good that you have noticed your horse is being rubbed by the tail guard. Even so, my thinking is that a saddle that fits well should not slip forward. If I were you, I would contact a different saddle fitter and ask for help. There are a great many saddles to suit different types of back, so it is probably worth getting a second opinion.
