
Wet hay, can I still use it?

Oh, what a shame!
Unfortunately the hay looks unfit to feed. That means neither horses nor any other animals should eat it. It is mouldy.
The grass most likely had not dried enough before it was baled. The storage does not sound good either, as dry hay needs to be stored indoors, fully protected from the weather. Contact the supplier and ask to return it and get your money back.
Unfortunately you usually cannot remove the mouldy parts of a hay bale, because the mould's mycelium has most likely spread through the rest of the bale even if you cannot see it with the naked eye.
Nor can you dry out baled hay once it has gone mouldy or started to rot.
I really hope you get this sorted ๐ค It is such a shame when things go wrong. A real waste of forage that is not harvested and stored properly, especially now when many parts of the country are short of feed for animals.
